Twenty’s Plenty in Penkhull
You’ll hopefully have noticed that 20mph zone signs have been installed in Penkhull. These are a six month trial by the City Council as the highway authority.
City council to launch Penkhull 20mph trial as part of road safety drive | Stoke-on-Trent
A-roads like the A34 and A500 now provide major highways for traffic around our hilltop village of Penkhull, relieving our historic lanes and streets. However, road safety is an all-too-common concern raised by residents, with worrying reports of collisions, crashes and near misses at streets and junctions across Penkhull. There are concerns about the speed of traffic around children travelling to and from the schools especially.
Penkhull is predominantly residential, and lots of parking is on street. We are lucky to have a large primary school and high school, multiple shops, pubs, places of worship, cemetery, village hall, allotments and green spaces within our village. We are surrounded by further residential areas, the large Royal Stoke hospital, Stoke Town Centre, further schools, shops, pubs, and places of worship. This means a complex pattern of movement within and through the area, with a high number of vulnerable road users. As an old village with two conservation areas, most of our streets and lanes were not built to modern highway standards, with narrow lanes, steep gradients, and limited visibility at junctions. Many are heritage lanes with no pavements, and there are only zebra crossings at the school gates.
In areas that have lowered speed limits we’ve seen reports of reduced collisions, fewer casualties, lower motor insurance premiums, and health benefits. Therefore, your PRA committee suggested all of the streets in Penkhull were suitable to be considered by the City Council for a 20mph speed limit, to help calm traffic and improve safety.
The City Council’s highways engineers suggested the smaller trial zone, that could be monitored as an Experimental Traffic Regulation Order. The experimental order will run for an initial six months, during which the council will monitor its impact, and assess whether the lower speed limit meets the aim to reduce risk, improve air quality and create a safer, more pleasant environment for everyone.
The City Council will monitor the results carefully and listen to feedback from residents, businesses and road users, before any decision on extending the trial or making the scheme permanent.

Will we notice similar impacts in Penkhull? The PRA will be keen to hear how residents find the trial of a lower speed limit, to help feedback to the City Council.
